Does MTA need microsoft Framwork?

This dousent work but it worked when i changed the files all to 1.0 SA and got it againf or free

Ok i installed WIndows 8 Development and when i run MTA it says Sound Card not detected can anybody help me?

I used to have this problem i only found it on a server that had Vedic Roleplay files i havent found it anywhere else.
