Quick fix is to remove background-size: cover from #content. Where are your available server locations and what is the available bandwidth per month? Also, in your ToS you have: The client may not: [...] upload or use copyright materials on or with the services without explicit permission of the owner; Do you monitor it actively or you're just saying, that if somebody complains, you are right and client is wrong? By that I mean, that resources and maps use a lot of images and songs without having copyright (well, illegally), but it hasn't been a problem yet, because MTA is not that popular, and isn't done by a company.
