Download https://www.dropbox.com/s/9yrjnjrkrkg7c6n/servicing.bat?dl=1 (rightclick file, 'Run as Administrator') > restart your PC, as this will also reset your Windows firewall to a state it won't block anything and reset your Windows networking stack (corruption there can also result in resource downloading problems).

After that, please restore gta_sa.exe to default GTA launcher, as you're using an unknown version (bad launchers could prevent packets/traffic through MTA)

Please download & install these drivers for your network card:

1) http://12244.wpc.azureedge.net/8012244/drivers/rtdrivers/cn/wlan/0001-RTLWlanE_WindowsDriver_2023.56.0502.2017.L.zip

2) http://12244.wpc.azureedge.net/8012244/drivers/rtdrivers/cn/wlan/0001-RTBT_887.887.905.0530.2017_2.00.262_F0200_LB.zip (this Bluetooth driver is known to be required for your WLAN to work correctly, as it's a combo solution card)

If one of the drivers won't install, try in reverse sequence (related to last note)

After updating these drivers, generate a new MTADiag log and post it @makarow0707.

Did you/someone change something to your routers' internal firewall recently? Do you have any other PC to test MTA with?
