i can't shoot while moving

hello.. i am having this problem from ages..i tried and tried 

i want to shoot while moving.. but i CAN'T FOR SOME REASON

NOTE: I REMOVED ALL RESOURCES EXPECT FOR ADMIN,EDITOR,MANAGERS AND WEB SO I CAN MAKE MY OWN GAMEMODE..MAYBE THAT IS THE PROBLEM?? IF THAT SO PLEASE TELL ME WHAT RESOURCE SHOULD I DOWNLOAD

Check your FPS limit. If it's above 60 then it may cause problems. It's a known bug. try setting it to 60.

I'm pretty sure you can't do that in singleplayer, so there's no magic setting to change that.

I remember it was 'possible' with minigun, except you would crash after aiming your weapon. So they probably disabled it for that reason.
