You'd have to contact your host and find out. You could also ask them for your server usage stats on bandwidth, RAM and CPU.

Also, you can try using the in-game performance browser to see how much CPU and RAM each resource is using on your server. You can start this with 'start ipb'

edit: Are you using any custom script to handle downloading resources?

That's not what httpdownloadurl is for, I doubt it's making anything faster. 

httpdownloadurl is to specify an external URL (seperate from the MTA server) to download files from. If anything, it's going to cause you problems if you're just linking back to the same server.

Remove httpdownloadurl from your mtaserver.conf

you're free to use external webserver and as @CodyJ(L) said it may improve your speed. 

check /ipb ig to see cpu and ram usage that might be the trouble. contact to your host for your bw stats and check them out, might be a dos attack or something
