Try these steps:

1) Open this file in notepad: C:\Program Files (x86)\MTA San Andreas 1.5\MTA\config\coreconfig.xml

2) Find

<display_fullscreen_style>0</display_fullscreen_style> 

and change it to

<display_fullscreen_style>1</display_fullscreen_style> 

3) Save

4) Start MTA
