Help me jobs/ped

Hello

I have on my server resource and ped jobs but to create the server goes to the town hall to show me a npc jobs when I click on it. If you write / setjobs go so I defend everything good resource is an npc but how do all jobs at City Hall as what to do to solve setup ped? and if so how do we urgently need help
