Console command "start" denied

I've downloaded Slothman's Grapple Hook script. When I want to type in console "start grapple" it tells me ACL : Access Denied for 'start' And also I can't log in, on the in-game community. Anyone knows the problem?? Can anyone HELP please??

The non-functional "community" login is not how you authenticate with your own server.

Read the server manual again.
