Like the idea is, dont make $ easy to come. Earn your way up to become the boss of the city. You will have people killing others for you, kinda like Scarface... But make it better, just a suggestion. Also, you will have bodyguards and stuff.

you know that can be done by ranks? the amount of time given in server as you play your rank could go up.

or the amount of visits. i dont know let your imagination take you places through GTA/MTA Scripting

You can have team members and earn your way to be the boss of the city

(thats already in samp, so no point remaking somehting that is already done ¬.¬)
