[22126 PORT] How i listen this port?

I want get some informations on my servers. How i get it? I know 22126 port is giving info but i cant listen this port on php. How it possible? if server is full, i want give error message on my panel (PHP).

i have full root on my server. I'm using ubuntu 16.
