Create Gang Server

Hello guys i am new to mta 

I want to make a server that you will be able to obtain money from killing other players robbing stores/house and do graffitti and hacking atms
You will be able to buy cars(you can driveby) and repair (paynspray) and mod them as you can in the single player and make the car's health 250% so if if the player burn his car someone shoot it he will lost it
Another thing that i want is to be able to buy some weapons+armor+spray from ammunation + train your weapon stats 
You could choose skin + muscle and cloths/tattoos for cj skin 
and the palyer will be able to regen his Hp up to 75% after that he need to eat from restarants or use some kind of med kit (the regen part its not important being able to go up to 75 its fine)

on death you will respawn on some spesific locations and if possible to there is a real radio on the cars
Last but not least if it would be possible to add very little amount of pedestrins and roaming cars with default routes (i know it can cause trouble)

I want to make this server me and my friends i dont want to be perfect or anything just something to have a good time and fun

I have made some things but every time i logout i lose my money weapons skills stats(muscle) etc i keep only the skin and thats because i config a lua file in play >[gameplay]

I would suggest you not to create this kind of server. There are already many GangWar servers, you should either join them and if you want to create something, then make something unique else it has got no chance to grow up.

this server that i want to make is to play with my 4-5 friends and have some fun we dont really like others servers they are too complex and we are just lazy and casual for those kind of server we want to play for 2-3 hours when we are bored and thats it and thats it  not something big i wont even buy serer i will make it to my pc

He wants it to play with his friends, not for money & not for power .-. What so bad?

I think Its pretty cool to have the server that you exactly want. And if you liked it and enjoyed it I am pretty sure you will want to make it bigger n bigger with time, and I believe it would grow because the main reason and purpose of it was for fun not for anything else.
