Please download and run MTADiag and follow the instructions.

Press 'y' when asked to allow making changes, and 'n' when otherwise asked to.

In your case, especially make sure to press ''y'' and allow MTADiag to make system changes, as it often fixes networking issues by resetting network stack and resetting TCP/IP. Also, do you run a third-party firewall other than Windows Firewall? Disable it temporarily to check, if it works as a result then whitelist gta_sa / proxy_sa.exe and Multi Theft Auto.exe. Go to start > run > type 'services.msc' and locate the Windows Firewall service, stop it for now and try run MTA to see if it was somehow blocking, if so, whitelist similarly once the service is started again.

If none of this works, look below for router configuration/its internal firewall:

Find the router configuration page to navigate to in your browser (most often, you can get it by opening network settings > clicking 'status' and looking at the Default Gateway or DHCP server address. Take that IP, and enter it in your browser. Now login with the router's login credentials, the most used default pass/username is ''admin'', ''admin'' or just leave the pass field (or both fields) blank. If not, you can usually find the right credentials by googling your router model number/ISP + ''router login''

Now if you successfully got on the router settings page, try to locate firewall settings and disable or notch down the router's internal firewall/''intrusion prevention''.. Also try to make NAT less strict, for example you can add the local IP address or MAC of your PC you're playing MTA on, to the ''DMZ zone'' (opening all ports at once) which is now a safe procedure because the main router/modem is already filtering the signal.

Save the settings and reboot the router, now try again.
