So, the reason for crashes with gta_sa.exe offset 0x000DFE92 and 0x000DFF90 is most often: bad sound mods. Re-install a clean version of GTA.

 

Note: if you're too attached to the modded GTA installation that you love, you may be able to avoid re-installing by running MTADiag and letting it scan for corrupted & missing GTA files. From those files, you should look for audio related ones, those will contain the culprit.

Example log output from MTADiag in the case of someone affected by this crash 0x000DFE92:

When this person restored these audio files to original, the crash was resolved. But, in most cases a full re-install of GTA is neccesary and advised. MTA doesn't support modded installations. Note that we will also not provide any support in manually restoring particular files like the above, only advise a full re-install. Playing with a modded installation after doing that spells further stability problems, and you might just run into the next crash.
