If a team consists of 6 players than they can have max of 2 players on the roof or non-reachable area. If theres 2 players left than 1 can stay on the roof and 1 must be reachable. If there are two players left, then neither can be on the roof. If one was on the roof, that would make 50% of players out of reach, exceeding the 40% limit.

I saw something kinda similar to this in GTA3 ages ago, the guy had some kind of aimbot and could always warp right to you and get you with the 1-shot shotgun kill.
