Leaving anything clientside makes room for hacks. I think there's enough evidence of that in the current MTA releases to encourage serverside files.

Yeah I know that, so it's not really that big of a deal that everyone is black in San Andreas. But Rockstar does a fairly good job of balancing the game. It's only a few screenshots so far, so who knows what those people are doing... Plus I imagine you design your own character...

I read an article somewhere where a dev from GTA said that multiplayer was "impractical" (or something to that effect) for the GTA series. I couldn't help but chuckle a little at that.

I've never even noticed any differences with ping. 30 ping, 300 ping... All the same in MTA.
