I've seen vice emulated on wine...but i don't know about the mta client...perhaps it could properly, maybe by chance emulate it's interaction with gta? or it could cause your system to crash and burn...worth a try i guess ;P

Well, with the server they assume you are going to have minimal knowlegde of servers/networking. localhost is a very common term for php, mysql, mail servers, game servers and the like.
