He is obviously taking the piss, and we have no control over it. Either ask a server admin to ban him, or create your own server and password protect it.
Use server.exe which is located in your \MTA San Andreas v1.0.4\server\ folder to launch your server. Type addaccount name password in the server CMD and close the server. Open acl.xml which is located in your \MTA San Andreas v1.0.4\server\mods\deathmatch\ folder and add the line under the line in . Now relaunch the server and login with your registered nickname and password (/login nickname password) and type /start freeroam.

Also, do you have any resource(s) in particular running? The crash could be caused by a resource which is launching just after downloading.
Have you tried updating your modem's firmware? This is usually caused by a limitation in a network device like a router. This is commonly seen on wireless devices too.

I had the same problem, unbind from the file \MTA San Andreas\MTA\coreconfig.xml and then you're able to unbind from the MTA menu and re-bind to your preferred axis.
Open the .map file and check if everything is in place. I believe there's a bug in the current version where the co-ordinates wouldn't be saved properly.
