Can you explain more ? For example, when you move around the map, you keep loading different objects around you. GTA is reading them from your HDD and if the disk is old or fragmented, it takes more than normal and MTA freezes while the objects are loading.

Try checking 'Disable driver overrides' and 'Disable aero desktop' settings in video tab. Also set 'Fullscreen mode' to 'Standard' in the advanced tab.

Happens the server loses connection to the internet or the connection gets too slow. So I would say somebody is DoSsing you or you use your internet too intensively, which leaves no speed for the server and players waiting for response simply timing out.
