Been trying to upload or attach but cant

MTA wouldnt install so when i run the diagnosis doesnt find path

Hey guys So, I just reformatted my comp and went to install MTA SA it says I have the wrong permissions, i have gta sa through steam and downloaded the version compatible with MTA SA but when I go to install it, it tells me that im missing a file called vorbis file, i downloaded a program to replace that file and it says it cant replace it. i look in the gta sa folder and the vorbis file is there. I dont know what to do i have reinstalled the game multiple times and still wont work any ideas?? Thanks!
