My server looks somehow difrend like others.. When i driving car it looks like lag. I need shader that makes driving view with mouse faster

Hello i se one thing like i connect on my local server and it looks like lagging but it not. I connect To WTF Skotinka Server and it looks somehow other like noo lag. Idk why its any one help me to make better server ?
