Gah yeah sorry thats if you are trying to connect via the same pc..if its on the same network you need to get the local IP which usually starts with 192.168.*.*

Checking it from another pc in your house is still a local pc since they run off the same IP address. In order to connect to your server with remote admin you need to enter 127.0.0.1 in the IP slot if its being run on the same network

Dont compare SP to MP regaurding weapon damage. In single player you were just shooting peds which obviously have very little health. In MP you are shooting another CJ who has a lot more health than a ped would so one shot to the head with an AK wont kill him

By cheat he could be referring to the script that checks player's health by slapping them to see if it changes..
