I'm used to it by now, but it's still weird to see. For some maps it's far worse, however.
So would installing 1.4 over an existing 1.3 installation have anything to do with it?

I just tried 1.4 with a few other servers and there is also noticeable microstuttering. I'll try some 1.3 servers sometime.

Hmm... What are you using to watch the video? I recommend Windows Media Player for the smoothest 60FPS playback. And what do you mean by freezing?
The microstuttering can be seen between 00:10-0:12 with another small moment at 00:15. The rest is a smooth 60FPS.

So it briefly freezes once a second?
Does it happen on other servers?
One second? It's extremely brief...
I haven't tried other servers yet but I will today.

It happens with either one of the bordlerless window options. Traditional full-screen doesn't do this.
One thing that I failed to mention was that when 1.4 came out, I installed it over my existing 1.3 installation. Not sure if that would cause frame rate issues.

Check your graphic card settings. Do you have vsync forced on, or triple buffering enabled?
Nothing is forced on; everything is at their default settings, as everything was prior to 1.4.

The latest nightly, 6867-20140920, is honestly one of the worst builds for microstuttering for me... Once I get my iPhone 6 Plus, I'll do a little 60FPS video recording.

Press F8 and use the command: showframegraph
Then make a video showing the stuttering.
What's really odd that I just noticed is that even when recording at 60FPS via FRAPS (to an SSD of course), the recording shows none of the microstuttering that I observed while actually playing... The showframegraph command didn't show any large spikes at all either. Yet, while playing, it's still very obvious that there is some occasional stuttering of some sort (again, that only just started with MTA 1.4).

Just an update: The currently nightly ("mtasa-1.4-full_rc-6846-20140903") honestly seems to have the most microstuttering of all of the previous builds I've used...

Try fullscreen windowed with the latest nightly and see if it helps.
Nope. Still happens. I'm starting to wonder if the server happens to be causing it. I only play on MrGreen's race and mix servers. Will try some others sometime.

It takes 0.2 second to tray down, 0.5 second to tray up.
That's how things were when I was using a non-standard borderless mode.

You choose: freezing and quick-switching or smooth gameplay and a bit slower traying down. I personally haven't found any configuration which would let me play smoothly and have instant tabbing.
The thing is that I could play with any fullscreen mode without any type of stuttering prior to the 1.4 update. That's really the only software change that my machine's experienced lately.

Try unchecking 'Disable driver overrides' in your video settings tab. Also be sure that screen mode in 'Advanced' tab is normal (not windowed)
That was already unchecked.
I've been running it as "borderless keep res" for the longest time, even with 1.3 (and below) without this microstuttering.
It actually looks like setting it to the standard mode did the trick. Though I wish I could use the previous settings, as switching back to my desktop in-between maps (which I do often) is instant, whereas it takes a few seconds due to my monitor changing its refresh rate or something.
The version I'm currently on is mtasa-1.4-full_rc-6820-20140823, BTW.

I searched the forum for "stutter," "stuttering" and "microstutter" and found nothing relevant to MTA 1.4, so here this goes...
Ever since 1.4 was released, I've been noticing some pretty obvious microstuttering. Both the in-server FPS counter and FRAPS report the maximum frame rate, as it always has, however.

I'm not sure if it's the server that I always play on.
I've also been using every nightly for the past few weeks, and nothing has changed.

When I make a control point, it's using the first object, which is a trashcan, and can't be changed.

Woo!!!!! Figured it out. If I change my power options to "High Performance", the clock speed will stay at 2.90GHz the entire time, thus giving me a SOLID 36FPS in the server.
Problem solved .

I am aware of the recall. It only happens to a very small amount of chipsets/processors. Plus, it takes quite a while for the SATA ports to become degraded.
Anyway, it's definitely the processor. Using Intel's turbo boost monitor, my frame rate in-game was under 22FPS at the start of a 40 player race. Within 3 seconds, the processor speed slowly moved up to 2.60GHz. As soon as that happened, the frame rate immediately hit 36FPS, the limit of the server I was in. I just wish there was a way I could make the processor speed stay at that clock speed while gaming instead of jumping all over the place as needed. Quite annoying.

Well, looks like nothing can be done then. Nobody on the dev team has a 2nd gen Core i7?

ALL of that's already installed... I doubt any of that is the issue. This is the only game I have that has performance issues... It's the fault of MTA, not my hardware or driver installation.

Ugh... I don't know what to do. I know that lag spikes should be natural, but when I'm starting a race with 40 people next to each other, I'll get down to 5FPS. My previous computer was easily able to get 20FPS in the same situation. My frame rate still drops like crap when at the lowest possible graphical settings. I'd try MTA 1.1, but there aren't any servers that seem to use it. I can hit 36FPS on both 1.0.4 and 1.1 with the map editor. Again, I know that lag decreases should be expected, but the fact that frame rates still get lower than my previous system has me wondering where the problem lies.
how about single player GTA?As mentioned in the first post, I can easily hit 120+ FPS.

The MTA frame rate limited is not very accurate in 1.0.4 - test how well it runs on a local server on your computer. It's much better on 1.1.
It's not the frame rate limiter... It's from MTA itself. My frame rate can go all the way down to 10 and up to 30 in very basic situations. It's not the frame rate limiter, it's not the GPU... My old, less powerful machine can easily hit the frame rate limit at high resolutions and settings. My new one is always 30 or less at the lowest or highest settings. Hopefully you understand now.

Severs can limit your FPS, does it happen even on a local server?

I guess I should've been a little more detailed.
The FPS limit in the server I play on is 36FPS. The game is laggy, usually getting below 30FPS in certain situations, but I'll never hit 36FPS. Even on another server where the limit is 46FPS, I'll get less than 30FPS. Something, possibly in MTA, isn't playing nicely with my processor and isn't letting me get the full frame rate that I need. So, with that being said, I don't think that the frame rate limit is what's causing my issue. This is the only game that's giving me any issues.
