all it sends is x,x,z cordinates and it changes the adress in memory that controls shooting when someone shoots (i think ) so i really don't think a big map lags it (maybe it lags gfx cards but not connection)
then i don't know there is a fix for runtime error 126 it happens to people who use win 98 maybe you should try it, get it here it replaces the mta client exe (i suggest you make a backup of the original exe file just in case)
mta has to be installed in the gta3 folder (though don't place the installer file there!!!) thats why it didn't work, uninstall mta then reinstall it in the gta folder (but DO NOT place the installer file there!)
lag which is caused by connection speed got nothing to do with how big the map is, it depends on which connection the server has which connection you have and how many players there are (and which connection they all have )
